i am applying for a apartment with very little to make me an attractive candidate.
if i were to add a cover letter which explains my history, why i want the apartment, and what would make me a good tenant, would this make any difference to my success?

If you are a kid with no credit or rental history I would read the letter.
If you have bad history I would discard it, along with the application.
It would yes. Landlords want to make sure they’re renting out to someone who won’t trash the place. Someone who WOULD trash the place wouldn’t be so nice as to write a cover letter after all. It can’t hurt to try!

EDIT: Also, in your cover letter, offer ‘references available on request’, and ask a previous landlord, (or be naughty and get a friend to do it)!
Absolutely! A letter explaining your situation is a great way to up your chances of getting the rental. Although in some situations it will make no difference (larger corporations and stubborn landlords) Regardless I think its a good idea!
If you are a criminal, have an eviction or have charge offs no letter will help. Your actions will speak louder then any words.
